A DGR is one, which is undergoing internal or externally generated turmoil to the extent that there is no coherent Governance Regime.
No fixed characteristics though likely to be lacking in transparency and subject to rent- seeking behaviour from the state and/or controlling shareholders.
The governing authorities tend to be very weak so that policies lack traction.
